DPSS
The range of new port planning tools (pursuant to the amendment Decree-Law 169/2016 to the 1994 Italian Port Reform Law n.84) addresses the strategic and territorial planning issues of the Ports of Genoa, Pra’, Savona and Vado in the medium-long term, with an identification of integrated plans for the development and expansion of the ports.
Across an analysis of the local territorial area, the characteristics, strengths, weaknesses and growth potential of the port cluster overall, and individually of each port, are illustrated. Within this framework, the Strategic Planning Document (DPSS) outlines the objectives to pursue in compliance with EU and Italian recommendations in terms of infrastructure and environmental and socio-economic sustainability.
The core objectives aim at improving the future competitiveness of the Ports of Genoa by enhancing and exploiting the multi-business capacity of the cluster; reducing the environmental impact of the port-logistic activities on the urban fabric by strengthening a successful port-city integration; encouraging the growth and stability of high value companies and stakeholders that generate new employment and contribute to the local economy.
The DPSS, as an integrated planning tool and, on the basis of an in-depth congruent analysis of both the Ports of Genoa and Savona-Vado, indicates the following key elements:
- The port areas dedicated to cargo handling and logistic activities, petroleum products, industrial activities, and passenger throughput which are to be reviewed by the forthcoming Port Masterplans;
- Public land use along the port-city interface requiring co-planning with the City Councils, on the basis of an analysis of the urban development plan in force, as per art.5 of the Port Reform Law 84/94;
- The sites located beyond the port boundaries which impact on both port and urban activities – namely, last-mile road and rail links, motorway sliproads and logistic activities – which require the involvement and approval of a wide-ranging group of stakeholders.
Following the required agreement on terms and conditions of port redevelopment on the part of the City Councils and stakeholders involved, and the positive opinion formally expressed by the Liguria Region, the Port Authority Strategic Planning Document was approved by the acting Ministry for Infrastructure and Sustainable Mobility with Ministerial-Decree 180 of 10 June 2022.
