What is it

The new breakwater of the Port of Genoa is one of the major infrastructure works of national interest subject to public consultation, as required by Italian legislation (Prime Ministerial Decree 76/2018 – Regulations on the methods of carrying out, types and size thresholds of the works subject to public consultation). It sought to present the project of the new breakwater to the public and to collect observations and proposals to allow the proposing party of the work, the Western Ligurian Sea Port Authority, to improve the project and evaluate its feasibility.

How it took place

The procedure was organised so that all interested parties could receive full information on the project, request and receive clarifications from the engineers, indicate critical issues or issues to be explored, and propose improvement solutions. It opened on 8 January 2021, with the presentation and publication of the Project Dossier and concluded in February 2021, with the Final Report of the public consultation.

During the period of the public consultation, the Players’ Notebooks were collected: the insights that citizens and stakeholders wanted to share publicly, as a contribution to the process involving dialogue.

Who managed it

The process was organised and conducted by the coordinator of the public consultation (article 6 of the Prime Minister’s Decree) who had the task of encouraging public participation, collecting observations and proposals on the project, managing the communication and information tools and drafting the final report delivered to the Western Ligurian Sea Port Authority.

The proposing party of the work
The Western Ligurian Sea Port Authority launched the public consultation, sustained the costs, and actively contributed to its implementation. The person responsible for the public consultation on behalf of the Port Authority was the President Paolo Emilio Signorini, assisted by Marco Vaccari, Director of the Engineering Department.
The new breakwater is one of the interventions outlined in the Emergency Programme of Port Infrastructure Works, adopted by the Government Commissioner for Reconstruction, Marco Bucci, by decree of 15 January 2019. The person responsible for the implementation of the Emergency Programme is Marco Rettighieri.
The technical and economic feasibility study of the new breakwater was carried out by a group of companies, led by Technital Spa, supported, for the aspects related to the preparation of the public consultation, by the French company Res Publica.

The coordinator of the public consultation
The public consultation is conducted by Andrea Pillon, with wide-ranging experience in public consultations, as part of the working group formed by Avventura Urbana srl, a company selected by the Port Authority across a public tender, to carry out the task of organising and managing the public consultation.
The coordinator was assisted by a technical operational board composed of:
Gianluca Comin, Comin & Partners; Pierluigi Coppola, Associate Professor in Urban Planning, Transport and Economics at the Politecnico di Milano; Vittorio Marzano, Associate Professor of Transport Engineering at the University of Naples Federico II; Iolanda Romano, Avventura Urbana Srl; Marco Sisti, Expert in public policy impact assessment, Roberto Zucchetti, Professor at the Department of Social and Political Sciences of Bocconi University.

The technical committee for the breakwater
The technical committee, although not required by law, was activated to facilitate the discussion between the institutions and bodies interested in the construction of the infrastructure and the economic and social forces of the City in the context of dedicated technical meetings. The committee was composed of: Liguria Region, Municipality of Genoa, Commissioner Structure for the Reconstruction of Genoa, Port Authority. The agenda and the conclusions of the meetings are published on the website of the public consultation and the material produced is an integral part of the documentation generated by the consultation itself.

At the end of the meetings, the coordinator of the public consultation presented and delivered to the proponent of the work a report with the progress of the consultation, highlighting the positions that emerged, the shared themes and those to be explored, the critical aspects and the proposals for improvement. Upon conclusion of the public consultation, the proposing party of the work, the Port Authority drew up a final dossier in which it confirmed the need to carry out the intervention, the changes made to the project and the reasons that led to not accepting any proposals that emerged during the debate.
