The volume of cargo handling activities in the port terminals is linked to the number of ships in the port and is, consequently, characterised by peaks in which labour demand is concentrated.

To cope with these fluctuating operational needs, the stevedoring companies, the so-called “Compagnie”, provide specialised labour to terminals, temporarily supplementing the in-house workforce.

The provision of temporary port labour is regulated by Article 17 of Italian Law 84/94.
