In compliance with the regulations in force and the provisions of the Port Facility Security Plan, to access and transit the areas of the Port of Genoa beyond the security perimeters, it is necessary to apply for a permit, issued exclusively to those who must access the areas to undertake activities beyond the port security barrier.

The permit is strictly personal and must not be used in any way and/or in areas other than those specified in the application form.

Pass holders can also apply for vehicle port access permits. Permits may also be issued to vehicles filed with companies which have been officially authorised to access the port area.

Access to port areas without the authorised permits constitutes a breach of the security regulations in force and, consequently, those responsible for such non-compliance will be sanctioned, if the violation does not constitute a more serious offence, in accordance with the Code for Navigation.

All access permits and passes to the port are issued exclusively for the purpose and for the time strictly indicated, as per specified in the application form submitted to the Port Register Office. The application form must be received at least 10 working days prior to the date requested for the first date of access to the port area.

Use of the permits and passes implies that the holder has read and understood the laws and regulations in force within the maritime port area, releasing the Port Authority from any liability for damages that may arise from access and subsequent transit, stopping, and parking in the port area In the event of termination of employment, for the purpose for which the permit was issued, the applicant must notify the Security Office and, within 5 days, return the permit to the Port Register Office with a list, printed on company headed paper, of the permits returned.

Permits can be collected at the Port Register Office in Via al Molo Giano (Ship Repairs Area of the Port of Genoa, opposite Quadrio Gate) during reception opening times (Monday to Friday from 09:30 a.m. to 12:00 p.m.).
Payment of the charges due can be made directly by POS at the Port Register Office or by bank transfer, with a request to the Accounts Office using the Customer Code Form upon application of the permits, This email address is being protected from spambots. Permits for access to the port for work purposes

To undertake activities in the port area, company contractors are required to include in their application the prior authorisation from the concession-holder of the designated area. The prior authorisation can be formulated across the compilation of Form A, which must be completed by the legal representative of the company holding the State concession where the work will be conducted.

Form B is the application form that must be completed by the legal representative of the company requesting the port access permits, together with Form C which indicates the details of the persons and vehicles for which access to the port has been requested.

For overseas companies, forms in English are available (Form BForm C).

To obtain an electronic badge, applicants are required to apply via the web portal, and eligible users must first be authorised with a login and password issued by the Port Register Office. Clear photographs of the individuals for whom the badges have been requested must be uploaded in digital .jpg format, in colour.

In the event of works to be conducted in water or in dock on board ships with an overall length of over 24 metres, with the work order coming from a party who does not hold a company licence as per Regulations of the Shipbuilding Sector of the Port of Genoa and for specialised interventions as per Shipbuilding Regulations, a Provisional Authorisation must be requested from the Business Activities Office by email This email address is being protected from spambots. Permits for access to the port for work purposes

To undertake activities within the port area that do not fall under the category of contracted work but pertain to other categories, such as, members of nautical clubs, visitors, trainees, ship crews etc., the request in Form G must be completed by the state concession-holder where the individuals, for whom port access has been requested, are required to go. Form G must always be accompanied by Form H  with details of the individuals and vehicles for which access to the port has been requested.

Day passes for access to port areas

Individuals, who request access to the port areas and who do not hold a regular permit issued by the Port Register Office of the Port Authority, can only access the area by applying for a day pass, as per provisions of the Port Facility Security Plan in force, and the Western Ligurian Sea Port Authority Ordinance no. 3/2022. The day passes, issued by the security guards stationed at the port gates, is valid for a maximum of 12 (twelve) hours from the moment of issuance and terminates upon exiting the port area. The number of day passes that can be requested by an individual must not exceed a maximum number of 5 (five) in a single month and a maximum number of 25 (twenty-five) in a year.

It is compulsory for all individuals applying for a day pass to:

  • Show valid ID to the security guards at the gates (the applicant must authorise a scan of the document);
  • State the place of destination, and the reason for the request for access
  • Provide a mobile phone number, to which the pass will be sent in SMS format, to be shown to the authorities responsible for control functions.

The day passes are issued under limited conditions and only and exclusively for those who require occasional access to perform port-related activities.

Duplicate copies/Changes of license plate number

The request for a duplicate copy/change of license plate number must be submitted in person at the Port Register Office located in via al Molo Giano (Ship Repairs area of the Port of Genoa opposite Quadrio Gate) during reception opening times (Monday to Friday from 09:30 a.m. to 12:00 p.m.) by the holder of the permit. It must be presented by using a self-declaration, in compliance with Italian Presidential Decree. 445 of 28 December 2000, together with a copy of valid ID and with a specification of the type of permit, the license plate number and the reason for requesting the duplicate (loss, theft, deterioration, malfunction).

In the event of deterioration or malfunctioning, the access permits must be returned. Applicants can use the following duplicate Form. The request for a License Plate Number Change must be made by the legal representative of the requesting company, indicating the permit number, the holder, the area of authorisation and the license plate numbers of both the former and new vehicle, enclosing valid credentials for port access. The following License Plate Number Change Form can be used.

Alternatively, the legal representative of the road haulage company, regularly listed in the specific register, may submit a request for personal electronic badges for employed drivers by completing Form E and Form F, to authorise their access to the port common user areas exclusively with the vehicle in question.

To facilitate the procedures for issuing/renewing access badges in the port for road haulage operators, the Port Authority has developed specific applications on the E-Port platform that ensure the completion by remote of Forms E and F.

Charges

The issue, renewal, withdrawal, replacement or issue of duplicate port access permits are subject to the payment of a fixed charge established by the Port Register Office of the Western Ligurian Sea Port Authority, according to specific categories.

**The reduced charge, and any exemptions from payment of the fixed charge, are granted only to certain categories, which for justifying reasons make a request, formalised across a specific Ordinance of the Port Authority.
